Please tell us in the fourteen years that you were incarcerated in the Vietnam jail especially at camp X30, how were you treated health-wide?

The truth is to prevent further crimes committed by the Communist Party, but if we would go into detail in analyzing each little pieces about the crimes committed by the Communist Party it would take us a full forty to fifty years. Crimes committed by the Communist Party are countless.

In my particular case, you won’t expect what you are about to hear. I was forced to share and use the same razor with many others. This issue was protested strongly by us religious prisoners as well as the political prisoners.

Please talk more about this razor sharing.

We were forced to shave and cut our hair using the same razor among many of us. As time went by there were those who have died because of HIV.

Because of my present health issue, I am not strong enough to sit and present all the evidences. My brother and mister Nguyen Huu Cau will represent me to tell you more evidences.

As for myself, the shackle peeled the skin in my legs. The shame shackle that were used on many others.

Once I met the Director of the department of the General Administration of HIV Prevention, Phan Kim Son, Iasked,“sir how to prevent HIV?”

He answered HIV transmits in 3 ways: Mother to infant, sexually and blood transfusion.

Then I asked the General Administrator that can someone become infected with HIV by sharing the same shackle with those who already HIV positive?

He replied that he does not know if this is possible, but I can assure you that the Communist Party is very insensitive or doesn’t care about the death of the prisoners of conscience or religious prisoners, including political prisoners and ordinary prisoners.

The Deputy Superintendent Nguyen Van Viet at K4, Tra Tan camp, shackled meand got the skin in my ankle peeled off. I suspect that this is how I was transmitted the HIV virus or by way of sharing the same razor or some other way that I have yet know.

I would like to tell the Communist Party to stop treating us this way because we are all human, and we are all Vietnamese.

Currently at Xuan Loc Camp there is a prisoner name Nguyen Van Thai who is trying to press charges against the Communist Party for intentionally infected him with HIV.

In the 14 years when you begin to serve your sentence you were completely healthy, right?

Yes ….. 

And according to the expert, the person infected with HIV for 14 years is still able to live.

Yes ….

You state that you were healthy when you first begin your jail sentence?

Yes ….

And in prison you stated you were force to shave with the same razor that was shared by many others, right?

Secondarily is the shackle that you were shackled in a long period of time was used to shackled many others and there were some who have died because infected blood that linger on the shackle.

Yes, infected blood on the shackle … 

And after, they used the same shackle on your legs without using any disinfectant to clean the shackle, right?

No …… Never 

And the one police person who is assigned to shackle prisoner always knows which shackle is clean and which not. Economically speaking, there is priced to pay. Clean shackle with one price and dirty one with another price.

If only I am a little healthier, it’s difficult for me to express …..

Let mister Nguyen Huu Cau who have better heath present more because he is also a live witness and he also knew that it was me who blocked the General Administration of HIV Prevention, Phan Kim Son to ask how to prevent HIV but the Administrator Son does not care much about human lives.

You stated earlier that Administrator of HIV prevention Pham Xuan Son answered that there 3 ways to transmit HIV: Mother to infant, sexually and blood transfusion when asked by you.

You also asked him about if someone with HIV was shackled and bleed and if the same shackle is use on someone else, can HIV transmit this way, how was his answer?

He replied that he does not know if this is possible yet.
